दिव्यांगों के लिए आयोजित सरकारी कार्यक्रम अचानक मारपीट के आरोपों से घिर गया। समाज कल्याण विभाग के शासकीय दृष्टिबाधित विद्यालय में मोटराइज्ड ट्राइसाइकिल और सहायक उपकरण वितरण समारोह के दौरान एक कर्मचारी ने अपने ही विभाग के दूसरे कर्मचारी पर बीच कार्यक्रम में हमला करने, आंख के पास चोट पहुंचाने, चश्मा तोड़ने और जान से मारने की धमकी देने का गंभीर आरोप लगाया है। शिकायत संयुक्त संचालक और सीएम हेल्पलाइन तक पहुंच चुकी है। विभाग जांच की बात कह रहा है, जबकि आरोपी कर्मचारी ने शहर से बाहर होने की वजह से फिलहाल कोई विस्तृत प्रतिक्रिया नहीं दी है।

समाज कल्याण विभाग के अंतर्गत संचालित शासकीय दृष्टिबाधित विद्यालय में 25 जून को आयोजित मोटराइज्ड ट्राइसाइकिल एवं सहायक उपकरण वितरण कार्यक्रम के दौरान कथित मारपीट का मामला सामने आया है। संयुक्त संचालक जिला कार्यालय समाज कल्याण, बिलासपुर में पदस्थ कार्यालय सहायक वंशी कृष्ण सिलारपुर ने जिला पुनर्वास कार्यालय में पदस्थ सहायक ग्रेड-3 अनीस मानिकपुरी पर बिना किसी उकसावे के मारपीट करने का आरोप लगाया है।
शिकायत के अनुसार, कार्यक्रम के दौरान दोपहर में वंशी कृष्ण सिलारपुर अपने सहयोगी लीलाधर भांगे और विजय केशकर के साथ भोजन कर रहे थे। आरोप है कि इसी दौरान अनीस मानिकपुरी वहां पहुंचे और अचानक उनके साथ हाथापाई शुरू कर दी।
पीड़ित कर्मचारी का आरोप है कि अनीस मानिकपुरी ने उनके चेहरे पर मुक्का मारा, जिससे दाईं आंख के पास सूजन आ गई, चेहरे पर चोट लगी और उनका चश्मा टूट गया। उनका कहना है कि उन्होंने केवल अपनी सुरक्षा के लिए आरोपी को रोकने का प्रयास किया।
‘जान से मारने की धमकी’ देने का भी आरोप
शिकायत में यह भी आरोप लगाया गया है कि घटना के बाद उन्हें जान से मारने की धमकी दी गई। इसके बाद उन्होंने पूरे मामले की शिकायत संयुक्त संचालक टी.पी. भावे और सीएम हेल्पलाइन में दर्ज कराते हुए दोषी के खिलाफ विभागीय कार्रवाई की मांग की है।
दो कर्मचारियों को बताया प्रत्यक्षदर्शी
शिकायतकर्ता ने दावा किया है कि घटना के प्रत्यक्षदर्शी कर्मचारी लीलाधर भांगे और विजय केशकर हैं, जो पूरे घटनाक्रम की पुष्टि कर सकते हैं।
संयुक्त संचालक से संपर्क नहीं हो सका
मामले में संयुक्त संचालक टी.पी. भावे का पक्ष जानने के लिए संपर्क करने का प्रयास किया गया, लेकिन उनसे बात नहीं हो सकी।
विभाग बोला- जांच के बाद होगी कार्रवाई
कार्यालय सहायक ने फोन पर चर्चा में बताया कि उनके साथ मारपीट हुई है। उन्होंने कहा कि पूरे मामले की विभागीय जांच कराई जाएगी और जांच रिपोर्ट के आधार पर आगे की कार्रवाई की जाएगी।
अब तक एफआईआर दर्ज नहीं
शिकायतकर्ता ने फिलहाल पुलिस में एफआईआर दर्ज नहीं कराई है। मामला फिलहाल विभागीय स्तर पर शिकायत और जांच की प्रक्रिया में है।
आरोपी कर्मचारी का पक्ष
आरोपी बनाए गए सहायक ग्रेड-3 अनीस मानिकपुरी ने फोन पर बताया कि वह फिलहाल शहर से बाहर हैं। उन्होंने कहा कि लौटने के बाद ही पूरे मामले में विस्तृत जानकारी और अपना पक्ष रख पाएंगे।

I am writing to formally report an egregious incident of unprovoked workplace violence, physical assault, and grave misconduct perpetrated against me today this afternoon on June 25, 2026, by Mr. Anish Manikpuri, Assistant Grade-3 (AG-3), currently posted at the District Rehabilitation Centre, Bilaspur (C.G)
The incident transpired at the Government Blind School (governed by the Social Welfare Department) during the official public event for the distribution of motorized tricycles and assistive devices.
While I was having lunch at the buffet alongside colleagues Mr. Liladhar Bhange (Artist, AG-3) and Mr. Vijay Keshkar (Artist, AG-3), Mr. Anish Manikpuri approached me and aggressively initiated a physical confrontation without any provocation.
During this unprovoked assault, Mr. Manikpuri struck me a punch which caused a swollen face near my right eye, causing injury to my face and completely destroying my personal property (spectacles). To prevent further bodily harm and protect my safety, I was forced to instinctively react in pure self-defense to restrain him. Following the physical attack, Mr. Manikpuri openly issued verbal threats, stating an explicit intent to cause me severe physical harm in the future. This criminal intimidation has created an intensely hostile, unsafe, and fearful environment for me to discharge my duties.
The entire incident was witnessed firsthand by the aforementioned staff members, Mr. Liladhar Bhange and Mr. Vijay Keshkar, who can corroborate this sequence of events.
Such violent behaviour by a public servant during a government function is a flagrant and severe violation of the Civil Services (Conduct) Rules. It constitutes gross misconduct, brings disrepute to the department in a public setting, and compromises the fundamental safety of workplace premises.
Given the gravity of the physical assault and the ongoing threats to my life, I earnestly request your office to:
• Order an immediate administrative suspension of Mr. Anish Manikpuri pending a formal inquiry, to ensure workplace safety and prevent him from tampering with witnesses or evidence.
• Initiate a strict departmental disciplinary inquiry against him for gross misconduct and physical violence under the prevailing Civil Services Rules.
• Record this formal statement as an official part of his disciplinary file for maximum punitive action.
